Yes indeed-eee it is quite cockamamie to me that so many are banned
but all of these 2,002 items that remain today could still violate the quote......

Here are just a 2 pics of items on the first page I found for sale on Etsy right now....hmnnnn...do these look like they might be used for tobacco only?
